"This statement implies that the company values itself in an unbiased and objective fashion" – I apologise. I absolutely didn't intend to imply this. What you describe in your post is exactly correct: the CR price is the result of negotiations between the company and the buyers. When the price is disclosed to the wider market, it amounts to a statement from the company that "this is the best price we could get, and we accept it". It sends a pretty strong signal.
