Agreed, we don't know that but personally I doubt there aren't any interested sophs or institutions at these prices. Either way IMO they are worth an investment and a US facility is both the right move and in dire need so I'm going to participate. Perhaps insiders do want to participate as well, and most holders are at a loss and that's why they are going with the rights issue so everyone can average down before things improve.

Personally, I am really interested to see if they can achieve the 78mil target with existing shareholders alone. Seems unlikely unless top shareholders and insiders participate. IMO they wouldn't have taken this course of action if they weren't confident Shareholders had the appetite or they didn't already have a soph or intuition on the sidelines waiting to pick up the slack. Who knows though, just going to have to wait and see.
