Not sure what you mean, AMP have stated in FY22 report:-
"FY 22 capital position of A$3.0 billion comprises A$1.4 billion to meet regulatory requirements: A$699 million Board buffer to cover potential impacts of operational, market or regulatory change as well as product-related risks; and A$923 million surplus capital."
If AMP has stated this, and the capital belongs to AMP, then it belongs to the shareholders who own AMP.
