My understanding is that the diesel that's produced has been presold to the shipping industry as it conforms to new marine diesel standards. ie It's a "clean" diesel , no sulphate or other contaminants. The Dutch being a strong environmental proponent were supportive at governmental level.
That's what was announced I believe when Amsterdam was announced.
