unfortunately you maybe right, there is a right stench coming from Boeing at the moment. Those in senior positions would be now looking over their shoulders and reluctant to go forward. The FAA are not allowing them to increase output, they want to actually see results of their talked up proposals in action and working. More-waiting. Only hope for us if the airlines apply pressure RL needs to step up.
