Could be interpreted this way and is another step of turning things around. PH's preferred way is it to licence technologies and organising development, trials, selling the IP but leaving the scientific part to the real experts like he does at IMU and CHM where the real work is done in Vienna, Ohio and LA.
IMO, step in the right direction, out with the old way, bring in more efficiency.
