From my understanding Xincheng Graphite Co Ltd are from the Yichang province I think it's just a matter that Peter had dropped the "Y" or Yincheng from this announcement.
No search for just Xincheng Graphite brings out anything else other than YXGC
Another factor is Xincheng is a township in Taiwan
No other significant producer or miner related to Xincheng
Perhaps it's Peters way of distancing himself away from the previous agreement, leaving newcomers to work the significance of this announcement out for themselves.
