PMT gets away with it because they have PMT.
WR1 gets away with it by WR1ggling out of it.
In the end it seems to me that there is not the manpower to chase up all of the sins against JORC.
The Competent Person should take responsibility but in a small company he/she is quite probably compromised as the only senior geologist, doing the work and signing off on it.
