That will certainly be the case for the HBI and pig iron produced in phase two. However due to the US using mainly arc furnaces and scrap steel there is hardly any demand for IO as fines unfortunately. Then again MGU will be the only high quality IO producer facing the pacific so they could well find other (closer) places to ship to.
