They put the 2 and 3 in front of the price so that all the exploration hopefuls would put out "for sale" signs. The Chinese then assessed each one and picked the lowest cost producer. They made their final decision some months ago as evidenced by the charts. All the Vanadium stocks started heading south about the same time as the decision was made.
