I think they are trying to maintain the value of your holding. so if 15% of the company has been issued then to maintain your 15% they will give you 15% of your holding @ $9.80 a share. So let's say you have 10,000 shares, they will give you 1,500 shares. 1,500 @ $9.80 is $14,700 but could be wrong.
