Of course the SS isn't used as a basis for raising the full amount.
It is however used to suck more money out any unsuspecting investor when they attempt to raise more funds to keep the gravy train rolling. There'll be payrises all round!
It does look like a detailed document, how long was taken to knock it all up? Was all done pretty quickly, then sent back (no doubt the reason for delay/suspension) more than likely to massage a few of the numbers to bring a more positive result.
That's probably the funniest thing, these results would be spun as positively as possible and the project will still struggle to get funded.
