Mechanical completion is construction completion. However there is a little leeway if they plan on completing non critical path works during the commissioning phase.
As Amadain correctly pointed out (never thought I'd utter that phrase, not because he's necessarily wrong just because I can't understand half his riddles) it may take three months or longer to commission and I honestly can't see sino pulling the trigger on more plants until verifying they run at name plate capacity or near enough, reliably.
