The report refers to staffing problems due to projects on hold. l wonder if they are due to delays in the UK waiting for a Brexit outcome as we here about that in the media. If so management should be able to redeploy and make some adjustments. Could be more positive if they said they're dealing with it somehow. IMO, Share holders just want to know what it happening, if we can trust managers we are less likely to react.
