Upon reflection, re-reading your question, no, they haven't... The process it seems they can do, but "readiness" to do it is another matter. Tailings seems to be the issue according to posters here. They would need to remedy something.
.... Cost aside, I don't know how long this would take. I suspect that if there's an agreement in place to use LJ for the Li process, the tailings aspect gets priority and funds are raised somehow, to address such a deficiency.
They have the means - that's the point. And getting the "means" ship-shape might only be able to occur once a deal is done and loans/funds can be secured. This is my take...
