I think you have hit the nail on the head!! Opportunities seem to be missed, im also not clear on their strategy,
Why I said 5c is that they do have a nice proven low cost open cast mine potential, with more resources in the neighbourhood, plus diamonds, ree, etc. current valuation of the company reflects its shell price, I don't believe any of this has been priced in.
Maybe the shortage of cash and a realisation that the shareholders won't tolerate self interest and non performance, will nudge them into an alliance where there is some cash & new management/strategy which will propell them to some decent value, maybe 5c is a joke under this scenario, it could be 20c, but if they fail again & fail to secure a backer, they are, in my view, history!
