Terrible. I think it is fair to say this company has had many doubts cast against it (some fairly, some very unfairly).
Finally they get a chance make a broad sweeping statement against all doubts and put them in their place. Yet they botch their chance by not submitting their homework on time???? Just adds more to the doubt.
