It is hard to find a small cap nowdays who doesn't put the 10% resolution to shareholders as it just gives the Board more flexibility in case something comes up. I used to vote against them in principle (ie 15% is enough without having to explain to us what they are doing) but now I don't really care. In PYC's case (ie with this much cash in hand) I'd be really interested in any reason they would ever need to use it in the next 12 months.
