Most certainly could be the problem, I know of at least one very large company, that
allows for payments to government officials when tendering for work in some of these countries, it is expected. Not saying this is the case here or that is the norm in Brazil but would not shock me if it was. Mark did mention in his email from Monday just past that he would put an update on Cascavel in the next week or two some may be in the week coming there might be some news .
