    They don't need to initiate the TMP (therefore their bulk sampling consent) to begin construction anymore. Remember the TMP was approved in principle. I guess NTL didn't want to begin the bulk sampling consent and use the time for site works. So now they are doing site works through permitted activity of prospecting. I'm not feeling negative at all, seems very clever to me.
