Surplus money should be returned to shareholders with dividends or money spent on acquisitions, business growth, marketing, etc. Minimal growth in a competitive sector... Poor idea to buy back shares. Debt is at a reasonable level, no need to pay any more of it down unless its high interest debt. Pretty big warning sign if a small cap company can only grow earnings through financial engineering...
