    It is good that you did some researches.
    It is not good when you did not read all significant XPD's announcements. The issue of chinese capital control was emphasized by XPD's chairman in https://hotcopper.com.au/threads/ann-chairmans-address-to-shareholders.4351338/

    This issue hopefully will be addressed with the new China Foreign Investment Law, to be effective from 1st Jan 2020.
