there is no way to correctly interpret the statement. The implicit assumption here is that wages are the same here as in the states, and that the difference comes down to the exchange rate, which is an unreasonable simplification. There is no 39%, they should either have just said that moving more staff to the USA had increased costs, or provided the increase based on how much more it actually cost, if that were possible.
