I am not aware of Directaplus having any connection with GEIC or the UoM,
D+ has REACH approval to sell Graphene in Europe, a production facility in Italy (as you have stated), by memory its 30tpa. They are a member of the USA's NGA.
It seems extremely unlikely that they would build a production facility in the UK to service Europe when they already have a production facility in Italy.
IMO, you can rule out any European company building a facility in UK to service Europe. It doesn't make any sense.
