I'd say it's more that they are now gun shy after the ASX pulled them up for saying they planned to do X in the prospectus (but were not obligated), then changed to do Y (as the wording implied they could change direction due to no set obligations) - Appears the ASX didn't like that at all hence the trading halt/suspension despite Y (most likely) being in SH's best interests.
Moving forward, looks like they will be very careful about what they say regarding future prospects as to not be bound to them regardless of wording used ie: opportunity to participate in but not obligated is misleading according to the ASX and still demonstrates intention.
