I think a lot of junior explorers would follow this model if they could, it really is win-win. There are probably a few reasons why they don't:

- Junior wants full control & ownership of it's projects
- Major has it's own technical team (and ego) and think they can do everything better than everyone else
- Junior doesn't have a technical team with the same experience and expertise as AQD
- Major isn't prepared to take the perceived risk.

Basically though there just aren't many junior explorers with a technical team of the same calibre and experience as AQD.
