can we add although irrelevant.....as you can't short non approved stock:
Double executed orders, yes they happen
Wrong orders (often by phone)
Unable to complete setttlement for whatever reasons
Wrong settlement
Just a couple of situations that can create a temporary "short position" on any stock until it is rectified.
