The payment towards the grant will not be upfront. Burns has identified several financial options which (if I can recall correctly) were prepayments, licencing of IP, and loan facilities.
While I agree that companies will not be keen to enter in to small tapering offtake agreements, it is probable that there will be demand to cover OEM shortfalls in access to supply - perhaps in the for of auctions like we see in the lithium sector.
I do feel some concern also, don't get me wrong, however the BOD that has been assembled is extraordinary and I am sure they have got plans A, B C ... ZY ZX ZZ.
