Probably the reason why they are trying to go with a cautious approach, via franchise out of QLD.
It may be the right thing to do as it limits the risk for them.
I guess if it is successful, they will be tempted to buy the franchisees later on.
They could go faster via acquisitions.
But it is a more risky strategy.
