Below is FDA proposed order to Sunscreen ingredients in 2021. the 12 ingredients in "Not GRASE category" is not deemed safe. From 2021 to current, data has been provided to prove these 12 ingredients are safe. If industry has not produced the data to prove that they are safe, FDA is more likely to keep the proposed order.
in the announcement dated 21/06/2023, it states "as of today no UV chemical filters (referred to the 12 ingrdients) has been found safe and effective (GRASE) by the FDA"
