The underlined above caught my interest
Refining product to meet specifications? or refining product specifications to meet zircon / hiti produced? (at acceptable recovery rates)

Chemours (still?) charter their own vessels so unlikely to send a vessel for just 7 or 8kt to go to Altamira Mexico, will need another cargo from Iluka loaded on the same vessel to keep costs down.
Doubtful there will be another shipment this quarter.

There is 20kt + 2kt of "zircon sand" (not zic or zircon) loading around the 20th Sep, it is going on vessels doing the China run not Malaysia.

At a stretch you could make a case for that to be STA'S....a 10% increase in throughput, throw everything that is not ilmenite in one pile and they might be close.
