what makes you think this is the bottom ? it might fall a lot more if funding doesnt come through with hardly 2M$ cash they will have to go to capital markets in next month or so to raise at what 0.003 to 0.004 ? it would have to be at hefty discount to get anyone interested to put their money in VRC and specially in africa / Ukraine along with depressed graphite prices.
