I think you may be reading too much into the larger area. Put simply, the data quality at the edge of a 3D deteriorates very quicky, so to ensure that the entire target + the uncertainy from the 2D is included the best option is to make the 3D larger, as the 'cost of regret' when the prospect is drilled and accurate velocity information is incorporated in the 3D and the target or perhaps a new target extends beyond the full fold coverage is huge in both $$$ and time.
