i wouldn't really make much of that. to go from nothing to securing partner that will fully fund up to production you would have expected top 20 to significantly increase their stake. i believe only top 1 holder has increased their stake.
rest of the top 20 along with the market dont think much of binding JV which is why the SP is at 0.003 no matter all good progress made by management .
