If they already hold tens/hundreds of millions of shares, you can't expect them to buy more just because they found a JV partner to fund the project. They get set in early and cheap, that's their whole strategy.
Take your negativity somewhere else or sell what you apparently hold and move on if you're so frustrated that the SP hasnt gone up 10,000% on the announcement of the JV. Things take time.
From all the comments you make, you are very clearly just a trader and not interested in a long term hold, if you do actually hold that is.
