Hi Jibby,
Its probably corporate speak for Woodside dont have lead on the license anymore and if thats the case I would expect this to be sorted before the end of the year as its PCL that have the relationship with NAMCOR and MME.
Not surprising after all, as its my belief Woodside should have applied for this as soon as they knew the data the data was to be handed over to them.
