The statement referenced is a stock standard going concern disclaimer that you will see a version of in any annual report where future operations are dependent on things like financing that haven't happened yet. Doesn't mean that its not true but I don't think it would be the reason behind much or any selling. Everyone knows things are dependent on financing getting sorted.
