Safeway rollout not yet complete - still building so definitely should increase sales volumes much further in next quarterly (or two).
As for FIL, they sold out around 15% of their holding around two weeks or so ago, and with that they dropped to 4% or so of total holdings and no longer substantial. My gut feel is that they offloaded a bit more after that, but I have no objective evidence for it. Since they are under the substantial holder radar we won't know.
