No that decision wouldn't be related to the payment terms at all. I'm fairly sure it would be an opt in type arrangement - can receive the funds if we want them on delivery to Port.
The additional stockpile facility outside of port was to facilitate larger ships - wouldn't be enough space to stockpile that much at Port (or maybe it would just cost an arm & a leg)
