I think your interpretation is the most likely one, but when they’re trying to hide the data, as you say, then one can’t be sure what the truth is. If it were the case that 15518 is just a simple average of the last three years, then it’s easily uncovered. I would prefer transparency, even if that means saying they can’t release data for commercial reasons.
