"The 24 million saved from the roads and levees has been redirected onto other packages".....I reckon that would be the rock. There was also wording which seemed to me that rock armour was a prerequisite for the pipeline sides, so i reckon they doing them first because of the deal with the pipeline company rather than weather (although that obviously important too.
