You cannot. It is non-renouncable, not underwritten and the non taken up rights to shares won’t be issued. They will only raise and issue shares up to who takes up the offer. Lev is obviously going in so there’s a good $700k there. @kearneymaurice will be lucky to chip in anything more than an IOU.
