An interesting question. Is digging into a mining dump counted as mining, and thus subject to all the licencing procedures covered by GoG's mining legislation?
I don't know the answer, but my gut feeling is that GoG would require an environmental impact statement followed by an exploitation licence, before any metals and minerals were dug up for export..
