Gan Gas - I'm glad to read that you're not ashamed to say you had great trouble reading it. It's style was almost incomprehensible.
Many report writing style guides suggest that sentences should be kept to 15 to 20 words for easy understanding. (My previous sentence was 19 words.) But the first sentence of the ANP report was a massively convoluted 58 words! It didn't get much better - no sentence was less than 20 words, and one para was made up of eight lines without a full stop....
It would assist me, and most likely many others, if the report could be rewritten in a style that we could understand. It could then also offer an explanation as to why the 'clinical hold-up' hadn't been resolved years ago.
