Sundance has spent the last 10 years going back and forward to China to get funding. They have failed in their endeavour. What makes you think that the current alliance can do anymore than what has already been done. Basically one speculative company has gone to another speculative company asking for help.. If I was the Cam Govt I would put an end to this and pull the convention. But then again the Cam Govt have been unsuccessful in getting funding from the Chinese for the all important Port & Rail.
So in fact we have failures all round. Nothing that I have seen indicates that this will change anytime soon.
