Interesting to go through whole documents in particular ANS announcements related to Schedule 6 pages 25 to 27, in regard to "One Belt One Road". By reading the Chinese rules, it looks like that WAPRC deal is categorized as supporting China's One Belt One Road. Since the amount of $100 million is less than $300 million, it will be approved by China government in Shanghai rather than by Central Government in Bejing. So the speed of approval for funds to be transferred out from China will be relatively fast.
