This for me is about two things:

Technical - So they believe they can get better rates with Koch (always a good thing) and,
Political - This is a HUGE American company, which in the USA means significant political pull. The roadblocks that ASN might have come up against getting to production with government/ legislation etc, will be less as Koch will have all the connections (or sledgehammers) to make it work.

For me personally this is the best announcement that I could hope to see, as it shows how serious ASN are in getting to production.
