I agree. Standard practice to confirm the subsurface conditions so you can design the most suitable footing system and have a better indication of the overall project costs.
They've also confirmed there are no issues with the environmental assessment, which is great.
Maybe I'm reading into it too much, but I also think this is an effort to improve communications.
