    DOE "underwrites" commercial banks and agencies, so it's not just DOE this "box ticking" exercise is for its pretty much the only way for debt now as NO bank/agency is going to take on extra risk in this inflationary climate .
    Remember this , it's important in terms of risk , IMHO I think all potential parties EQUITY & DEBT are watching this de-risk "box ticking" exercise , "PEAK GREED" will happen soon mark my words . DYOR AIMHO TT
