That's part of the reason, but another driver is that anodes produced from hydroxide have better lithium crystaline structures, using carbonate leads to a lesser quality due to unreacted lithium that needs to be further removed -- or if you're making cheap stuff, contribute to the reason you can't put batteries into the hold of passenger planes ;-)
